No. It is part of the phone rather than an app sitting on top of it, so there is no setting that turns it off. There is no browser app, no Play Store, and no sideloading.
Every app is reviewed before it is added to our store: what it shows, what it links to, whether it has a browser hidden inside. We say no far more often than we say yes, and when a gap is reported we close it in an update.
